    Sounds like a good way to keep the best possible teams in play. If you keep adding tiers anyone with the money can start a team. 

    To keep your spot on the tier you have to stay competitive.

    Thanks for that link Kevinesque.  That was a really interesting read, especially approaching it with the knowledge of the structure of the leagues in The Rookie.

    I was just wondering if anyone knows where the system of two exchange between teir one and teir two  came from.
