Remember though, they do already search for explosives & weapons and that sort of thing. The component aspect might work and I'm sure the letter/message idea could. However, the only way the powers that be would be able to catch Quentin in that scenario would be from the back end (ie undercover scenario).
Scott might use a storyline like that to parallel what's happening with terrorism in the world today. Many authors do it, and Scott has been no exception. He has integrated social themes into his novels before. Gee, racism in the Purist Nation, anyone? That's one of the reasons I love THE ROOKIE so much. I also believe that's why educators wanted it in schools. It has a powerful lesson to teach while simultaneously telling a brilliant story.
