The Complicit Police Conundrum

So, after listing to EP14... This is my basic understanding... Since the Savior was such a kick ass vigilante, he was allowed to operate by the fraternal brotherhood of police officers... Good police expunged his records from the files..... The current "Good Cop" is Chief Zou...... Meanwhile the "bad police" followed behind cleaning up the evidence ot crap like gang killings.... The current "Bad Cop" is Sean Robertson... Does this mean that Chief Zou is in communications with Erickson (the current savior)? Much like Robertson is in communication with Marie's Children (Most likely Tricky Dick)... It looks like corruption in the police department leaves room for both good and bad guys... would it be better to not have any corruption and do like Pookie wants and take the whole lot of em' down? Any other ideas out there about how it all relates together?

When its that cold everything really does shrink up, just look at your picture now, it can barely be seen. I just wonder what else is shrinking up.
